The Municipal Infrastructure Support Agent (MISA), a Government Component within the Ministry for Cooperative Governance and Traditional Affairs (CoGTA), is inviting applications for Apprenticeship and Experiential Learnership Skills Development Opportunities for the 2026/2027 financial year.
MISA’s mandate is to provide technical support and build technical capacity within municipalities to strengthen the planning, delivery, operation and maintenance of municipal infrastructure.
Successful applicants will be placed with MISA-identified host municipalities for structured workplace training and practical work exposure.
1. Apprenticeship Programme
The MISA Apprenticeship Programme is a three-year learnership programme aimed at developing unemployed youth into qualified artisans through a combination of theoretical and practical training.

2. Experiential Learnership Programme
MISA is also offering opportunities for unemployed graduates and learners who require practical workplace exposure or Work Integrated Learning (WIL).
Technical Graduate Opportunities
MISA is offering two-year internship learning opportunities to unemployed graduates in technical fields relevant to municipal infrastructure operations and maintenance.
The programme is intended to provide graduates with practical workplace experience and exposure to municipal infrastructure environments.
Work Integrated Learning
Opportunities are also available for learners who require 12–24 months of practical work experience to complete their academic programmes, subject to the requirements of their respective institutions.
Applicants must be willing and available for placement, including possible rotation or relocation to other municipalities or private-sector organisations where required.
Applicants are encouraged to apply for placement in municipal areas where they reside, where possible, to minimise travelling and accommodation costs.
Required Documentation
All applications must include the following documents:
- Completed MISA application form, clearly indicating the relevant reference number and preferred municipality.
- Curriculum Vitae (CV).
- Certified copies of relevant qualifications.
- Certified copy of South African Identity Document.
- Proof of residential address.
- A release letter from the applicant’s institution confirming approval to undertake work exposure, where applicable for learners requiring WIL.
Important: All documents must be submitted in one package and sequentially arranged according to the application requirements. Incomplete applications will not be considered.
Participating Municipalities
Applicants must indicate the municipality where they would prefer to be placed. The list of participating municipalities is provided in the accompanying Participating Municipalities 2026/2027 document.
Applicants are encouraged to review the list carefully before completing their application form.
